cgoldfeder 116bf1f4d6 Fix a bad assumption in DomainAllocateFlowTest. ... Despite the comment, DomainAllocateFlow is absolutely registered in FlowPicker. It gets picked if there's a domain create epp command that also specifies the allocate extension.
