4140ef6315 Remove the use of InjectRule in UrlFetchUtilsTest
Random used to be a static variable which requires InjectRule to mock it in unit tests. It is now a singleton, which ensures that the same instance is called every time and Random.nextBytes() generates results that distribute uniformly between each call.

6987d4e55c Add newline after closing boundary in multipart upload of LORDN
According to RFC 2046, the body of the multipart contains:

multipart-body := [preamble CRLF]
                  dash-boundary transport-padding CRLF
                  body-part *encapsulation
                  close-delimiter transport-padding
                  [CRLF epilogue]

The preemble and epilogue are optional, and ignored. However, it's not 100%
explicit whether the CRLFs after the preamble and before the epilogue are
required. The one after the preemble is often not given if there's no preemble,
so it's conceivable that you don't *have* to give the CRLF before the epilogue
if there's no epilogue (it's also enclosed in the [], making it part of the
"optional")

However, it seems that when the TMDB "migrated to the cloud" (as they
describe it) on Aug. 13 2018, they started requiring that CRLF.

TESTED=connected to a TMDB-whitelisted server, used CURL to manually create the
message as we currently send it (without the final CRLF) with junk data and got
the error from the bug. Then sent the exact same message with the additional
CRLF, and got a different error that directly relates to the content of the
junk data.

03c782f38e Replace ExceptionRule with ExpectedException
This is in preparation for running the automatic refactoring script that
will replace all ExpectedExceptions with use of JUnit 4.13's assertThrows/
expectThrows.

Note that I have recorded the callsites of assertions about EppExceptions
being marshallable and will edit those specific assertions back in after
running the automatic refactoring script (which do not understand these).

b825a2b5a8 Get rid of custom ExceptionRule methods
The only remaining methods on ExceptionRule after this are methods that
also exist on ExpectedException, which will allow us to, in the next CL,
swap out the one for the other and then run the automated refactoring to
turn it all into assertThrows/expectThrows.

Note that there were some assertions about root causes that couldn't
easily be turned into ExpectedException invocations, so I simply
converted them directly to usages of assertThrows/expectThrows.

c0f8da0c6e Switch from Guava Optionals to Java 8 Optionals
This was a surprisingly involved change. Some of the difficulties included
java.util.Optional purposely not being Serializable (so I had to move a
few Optionals in mapreduce classes to @Nullable) and having to add the Truth
Java8 extension library for assertion support.

0405a427f1 Remove unnecessary SecureRandom from UrlFetchUtils
We're only using it for generating multiparty boundaries, and there's no real need for the random boundary values to be cryptographically secure.  The point of the randomness is just to make collisions with content in the payload sufficiently unlikely.  The app itself controls the payload contents, and while it might be derived from user-submitted content, in practice it would be nearly infeasible to get the payload to contain arbitrary boundary values even if the RNG-produced boundaries could be determined in advance.

To further insulate against this, I've increased the boundary size (from 40 bits to 192) and added an actual check that the boundary isn't present in the input data, so that in the extremely unlikely event of a collision, we fail rather than producing an invalid multipart request.

c458c05801 Rename Java packages to use the .google TLD
The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.

This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
