43ed2cd7b3 Clean up annotation imports in BUILD files
This affects JSR305, JSR330, and Guava annotations.

The exact command run to generate this CL was:

build_cleaner '//third_party/java_src/gtld/...' -c '' --dep_restrictions='//third_party/java/jsr330_inject,//third_party/java/jsr305_annotations,[]'

70b13596e4 Migrate to Flogger (green)
This is a 'green' Flogger migration CL. Green CLs are intended to be as
safe as possible and should be easy to review and submit.

No changes should be necessary to the code itself prior to submission,
but small changes to BUILD files may be required.

Changes within files are completely independent of each other, so this CL
can be safely split up for review using tools such as Rosie.

4be4fb0082 Migrate to Flogger (yellow)
This is a 'yellow' Flogger migration CL. Yellow CLs should be mostly safe
but include changes that are notable for one reason or another. Manual
intervention may be required to address small issues.

The comments in this CL indicate cases where suggested code changes
should be double checked, or even modified. There may even be cases where
files outside this CL are affected by changes to things such as logger
visibility. However if a change does not have an associated comment then
it should be safe.

1c1f95992a Move backported JUnit file to third_party (part 2)
Last commit did not pick up all the changes because MOE incorrectly attributed some changes to the wrong commit. This commit should reconcile these. Also picked up some changes to how hamcrest library is depended upon in BUILD file, which should have been included in previous commits.

1f000b94e6 Set correct auth settings for all actions
A test has been added to RequestHandlerTest, making sure that, while we merely log errors for the time being, the correct dummy AuthResult is being created.

Most actions use the default settings, which have been changed to INTERNAL / APP / IGNORED. Actions with non-default settings are:

INTERNAL/NONE/PUBLIC (non-auth public endpoints)

CheckApiAction
WhoisHttpServer
Rdap*Action

INTERNAL,API/APP/ADMIN (things currently protected by web.xml)

EppTlsAction
EppToolAction
CreateGroupsAction
CreatePremiumListAction
DeleteEntityAction
List*sAction
UpdatePremiumListAction
VerifyOteAction
WhoisServer

INTERNAL,API,LEGACY/USER/PUBLIC (registrar console)

RegistrarPaymentAction
RegistrarPaymentSetupAction
RegistrarSettingsAction
EppConsoleAction

INTERNAL,API,LEGACY/NONE/PUBLIC (registrar console main page)

734130aa73 Restructure Maven dependencies in build
We're now using java_import_external instead of maven_jar. This allows
us to specify the relationships between jars, thereby allowing us to
eliminate scores of vendor BUILD files that did nothing but re-export
@foo//jar targets, thus addressing the concerns of djhworld on Hacker
News: https://news.ycombinator.com/item?id=12738072

We now have redundant failover mirrors, which is a feature I added to
Bazel 0.4.2 in ed7ced0018

A new standard naming convention is now being used for all Maven repos.
Those names are calculated from the group_artifact name using the
following algorithm that eliminates redundancy:
https://gist.github.com/jart/41bfd977b913c2301627162f1c038e55

The JSR330 dep has been removed from java targets if they also depend
on Dagger, since Dagger always exports JSR330.

Annotation processor dependencies should now be leaner and meaner, by
more appropriately managing what needs to be on the classpath at
runtime. This should trim down the production jar by >1MB. As it stands
currently in the open source world:

- backend_jar_deploy.jar: 50MB
- frontend_jar_deploy.jar: 30MB
- tools_jar_deploy.jar: 45MB

2e81de9954 Make essential Bazel packages publicly visible
This allows separate Bazel projects to reference Nomulus as an external
repository. They can then copy the []
directory structure into their own project and customize the Action
and Module lists for the GAE modules in their own deployment.

e82a40a2fb Add WHOIS disclaimer text to ConfigModule
This fixes #23 for @parsoj by allowing a custom disclaimer to be
specified via dependency injection modules.

By making the disclaimer part of the dependency injection graph, it can
come from anywhere.

For example, if I was Donuts, I would have my own repository. I'd use an
external http_archive() repository for Domain Registry. Then I would
write my own Dagger @Component for each App Engine module. My Component
would have a list of Dagger Modules, which I copied from the Domain
Registry version. Then I would swap out ConfigModule with my own
DonutsConfigModule, which provides the same values.

So long as a method exists that @Provides @Config("whoisRegistry"), and
the module containing it is listed in the @Component, the dependency
injection graph becomes valid and complete for the whois package
(provided other dependencies are met.)

c458c05801 Rename Java packages to use the .google TLD
The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.

5012893c1d mv com/google/domain/registry google/registry
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
