weiminyu	f6d9b46622	Reorganize Gradle dependencies ... Move configs and dependencies from root script to subprojects. There is not too much commonality between subprojects. Dependencies labeled as 'neverlink' in bazel should have two labels in Gradle: compileOnly and testCompileOnly/testImplementation.
