3cf26ff9b6 Fix various Error Prone errors that were found by the FOSS build
Most common:
- Unnecessary parentheses and operator precedence clarify (self-explanatory)
- Reference equality--there were a few instances of using == or != improperly
- Qualification of Builder (and similar) imports so that it's clear which type of Builder we're referring to
- Marking some immutable classes with @Immutable since EP desires that all enums be deeply immutable
- String.split() having "surprising behavior"

eed2e0c45f Remove unnecessary explicit generic type declarations
They can be inferred correctly even in Java 7, and display as
compiler warnings in IntelliJ.

fc78fd7d4a Update transfer data fixing command to fix one more domain
I happened to notice that one domain affected by b/33289763 had existing transfer data, so in that case the data got overwritten to look like a server cancellation (a year after the transfer request, so obviously wrong) rather than creating invalid transfer data, and hence wasn't picked up in the previous fixes.  See b/33289763#comment32 for more details.

This CL renames the RemoveDomainTransferDataCommand used to fix the errors to FixDomainTransferDataCommand and changes its behavior to instead reset the TransferData to a server-approval result.  It also changes it to load domains by ROID because loadByForeignKey() fails for deleted domains.

b08e317505 Add scrap tool for populating required registrar fields
This tool finds all registrars that have a null name, or a null localizedAddress field, and populates them as follows:

- The registrar's name is updated to its clientId
- The registrar's empty localizedAddress fields are replaced with fake data

023a76349e Add ROID flag in FixDomainNameserverKeysCommand
There's a deleted domain with bad host resource keys. Since FKIs won't help us here, load a domain directly by key (i.e. by ROID) if we so choose.

335b3f0cf8 Scrap tool to fix DomainResource keys to deleted nameservers
There are about 25 active domains that have keys that point to deleted nameservers. In all cases, there are active nameservers with the same FQDN that these domains should be pointing to. Given the domains in question (pulled via BigQuery, see the bug), update the domain with the correct keys whenever a deleted host is found.

7cf29366bc Add scrap tool to remove transfer data
We have wound up with a few domains with invalid transfer data; the transfer status is SERVER_CANCELLED, but the other data is missing. This tool should set the transfer data for the specified domain back to null in the database.

419a04bc26 Command to resave datastore entities by websafe key
While I am doing this, promote LoadAndResaveEntityCommand from
javascrap to the main tool since it's repeatedly been useful, and
rename it and update its documentation to better reflect the
difference between that command and the one I am adding.

9dde013066 Clean up LoadAndResaveCommand
This refactors LoadAndResaveCommand a bit so that it's more straightfoward
and just switches on an enum to determine the resource type.  This has the
pro of actually making the command line flag friendlier anyway.

Also changed how it handles a non-existent (or non-active) resource so that
it throws an IAE rather than silently doing stageEntityChange(null, null).

21a98b899c Replace loadByUniqueId() with methods that don't overload unique id
It is replaced by loadByForeignKey(), which does the same thing that
loadByUniqueId() did for contacts, hosts, and domains, and also
loadDomainApplication(), which loads domain application by ROID. This eliminates
the ugly mode-switching of attemping to load by other foreign key or ROID.

c458c05801 Rename Java packages to use the .google TLD
The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.

This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
