All domain locks we've processed so far are as a result of the URS process, for
which the clientId is always that of the registry's registrar. So it makes sense
to default to that value, while still retaining the option to specify it if
required in case we ever support registrar-requested registry locks in the
future.

This forks off the results of the billing_events query from Bigquery and generates the overall invoice for the month.
This also turns the ad hoc beam binary into a proper Nomulus command, allowing us to @Inject from the RegsistryToolComponent and thus template the BillingEvent Bigquery query.
Next steps:
- Add the beam package to the open source build
- That will likely require updates to the open source jars, since I'm using features from 2.2.0 which was only just released.

Any use of keyring in the FOSS build would result in crashes because KMS is not configured. We should use the dummy keyring instead so that a vanilla FOSS deployment to GAE can run. Of course users would still need to configure their keyrings (and revert back to KMS keyring module) when they actually use any of the keys.

VoidKeyring always threw exceptions whenever any of its methods were called,
which caused several parts of the system to fail early (and thus required a
proper Keyring to be implemented almost immediately, early on in the "just
playing around with the system" phase).
I'm swapping this out with an InMemoryKeyring which is supplied by
DummyKeyringModule, which, instead of throwing exceptions, returns dummy
values, delaying the onset of errors to when connecting to external services
is attempted. This pushes off the required implementation of a real Keyring-
providing module, allowing the system to be played around with more first.

I forgot to inject the CreateTldCommand/UpdateTldCommand commands, which now
need to be injected so that the list of available DnsWriter implementations is
instantiated. This CL also adds a new DI Set<String> with just the name of the

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
