Part of the attempt to remove or suppress warnings for deprecated
API use, which will make the Gradle project usable with Intellij.
Currently in the Intellij/Gradle setup, deprecation warnings cause
Intellij build process to fail. Passing -Werror:none flags to javac\
does not have any effect.

They are passed around in the format username:password, whereas just saying
"login" implies it's just a username and not necessarily also a secret
password. Putting password in the variable name makes it obvious what this is
and reduces the likelihood of anyone ever logging it or otherwise using it
inappropriately.
Note that this does not require data migrations as the actual key used to store
the data in KMS remains unchanged.

This allows us to provide the keyring a blob of encrypted data and a key name, and have it decrypt it for us.
Also fixed javadoc length in Keyring.java. It seems like it was using a 80-character length limit.

It came up during the review of [] that it doesn't make a lot of sense
for encrypt() and decrypt() to not throw the same kinds of Exceptions,
especially not for the same kind of problem, just because one happens to use a
Retrier in its internal implementation and the other doesn't.

This was a surprisingly involved change. Some of the difficulties included
java.util.Optional purposely not being Serializable (so I had to move a
few Optionals in mapreduce classes to @Nullable) and having to add the Truth
Java8 extension library for assertion support.

Changed [] to use v1 instead of v1beta1, and replaced v1beta1 with v1 in all the java files.
If there is special build rules for open-source etc. that also need to be updated, or non "TAP-able" tests that need to be run, please check and see if they are OK.
