Stream.concat only accepts 2 parameters. Streams.concat on the other hand
accepts any number of parameters.
Moving to Streams.concat for all uses (2 or more) makes sense for uniformity
and convenience reasons.

We're going to need to switch away from Guava's Functions and Predicates for
everything and replace them with the java.util versions. Unfortunately there
does not appear to be an automated tool to do this all at once. Refaster got
close but doesn't seem to care about these particular types of mismatch (I
suspect we're using a different version of the JDK than the outside world;
ours is OK with Guava classes).
This also bumps up Guava to 0.23, which is needed for some new functionality
used in combination with Java 8 features.

Memcache is already off but now it's not in the code anymore.
This includes removing domain creation failfast, since that is actually
slower now than just running the flow - all you gain is a non-transactional
read over a transactional read, but the cost is that you always pay that
read, which is going to drive up latency.

This is the first step in the migration to remove the need to load all of
the premium list entries every time the cache expires (which causes slow-
downs). Once this is deployed, we can re-save all premium lists, creating
the bloom filters, and then the next step will be to read from them to
more efficiently determine if a label might be premium.

This is true even though the domain has three fields (a contact,
a host, and the registrant) whose foreign keys need to be loaded.
This CL also adds the generic ability to do these sort of tests
elsewhere in the code, by instrumenting the datastore instance
used by Objectify to store static counts of method calls.
TESTED=patched in a rollback of [] and confirmed that the
test failed because there were three reads.

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
