This removes the "create Domain/Host/Contact" forms that were supposed to be used instead of regular EPPs for CC-TLD that wanted to support it.
We're removing it because we don't use it and want to reduce unneeded code for the registry 3.0 migration.
Also, this is a security risk, as it allowed to do "billable actions" (creating a new domain for example) with the only authentication being access to the registrar's G Suite account.
This bypassed the certificate, IP whitelist, and EPP password, which is bad.

This change does a few things:
1. Partially externalized WebDriver tests by using ChromeDriver
as an implementation of WebDriver API in the external build.
2. Refactored WebDriverRule.java to decouple the creation and
using of WebDriver related stuff so we can have different
implementations in internal and external builds.
3. Refactored the usage of some internal libraries to have a
central place to store all of them to make it easier to
remove them in the external build.

This console is only to be used by Admins (either GAE admins for this project, or Support accounts). It is for "internal" use only, not for use by the registrars themselves.
To prevent abuse, the registrar is created in a non-functional PENDING state and can only be made functional from the nomulus shell tool.
While in "PENDING" state, the registrar can be updated from the registrar-console by admins.
Also - moving all the web consoles to the same directory (moving the otesetup/* files into registrar/)

The registrar security console failed because it assumed the email is a
required field for the registrar, but it isn't (at least - create_registrar
doesn't require an email, and update_registrar lets you remove the email).
Fixed by allowing it to *remain* unset if it was unset originally, but if it was set - it's required.
There are more fixes needed, but they aren't related to the email, so they will wait for the next CL

The lack of ObjectifyFilter means that in any tests using
RegistryTestServer the Objectify session cache persists
between "requests" in the same test method. This is wrong
but had not caused any failures because we didn't assert
anything that mattered. However, a CL I'm working on
asserts that there is a creationTime on a created resource,
which is set automatically on Datastore save, and therefore
is still null in the session cache's version of the resource
if you don't clear it before the next command. Fixing it here
separately from that CL.

The old DNS processing was performed by WriteDnsAction, which was invoked by the standard cron fanout action. The new code, which has been running for several months in production, uses ReadDnsQueueAction to do a custom fanout to PublishDnsUpdatesAction. We no longer need the old code, so it's time to remove it.

This introduces Actions and Dagger up until FlowRunner. The changes
to the servlets are relatively simple, but the required changes to
the tests, as well as to auxillary EPP endpoints (such as the http
check api and the load test servlet) were vast. I've added some
comments in critique to make the review easier that don't really
make sense as in-code comments for the future.

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
