This also deletes the associated commands and domain application specific
entities.
We haven't used any of these TLD phases since early 2015 and have no
intent to do so in the future, so it makes sense to delete them now so we
don't have to carry them through the Registry 3.0 migration.
Note that, while there are data model changes, there should be no required
data migrations. The fields and entities being removed will simply remain
as orphans. I confirmed that the removed types (such as the SUNRUSH_ADD
GracePeriodType) are no longer used in production data, and left types
that are still used, e.g. BillingEvent.Flag.LANDRUSH or
HistoryEntry.Type.ALLOCATE.

Datastore has a non-zero chance of failing on reads. A map-reduce with too many
failures will eventually give up. As a result, any map-reduce that goes over a
large number of datastore entities is almost guaranteed to fail.
Since we expect to have a large number of EppResources, we make sure to wrap
all datastore reads with some retrying mechanism to reduce the number of
transient failures that propagate to Map-Reduce.
This feature already existed for CommitLogManifestReader, we refactor the code to use the same retrying mechanism in EppResource readers.
Also removed the transactNew around the reads because looking at the source - it doesn't actually do anything we need (doesn't retry on any failure other than concurrency failure)

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
