Previously we had a few customized Gradle build task to manage
the Docker container for provisioning browser and ChromeDriverService
used by WebDriver tests. This CL changed to use a java library
from testcontainers.org to achieve the same purpose. The main
benefit of it is that we can expect to run the WebDriver tests
from IDE going forward.
Also, this CL refactored the structure of WebDriver related classes
to have JUnit rule to manage the lifecycle of WebDriver instance,
this is also compatible with the API from testcontainers library.

This removes the "create Domain/Host/Contact" forms that were supposed to be used instead of regular EPPs for CC-TLD that wanted to support it.
We're removing it because we don't use it and want to reduce unneeded code for the registry 3.0 migration.
Also, this is a security risk, as it allowed to do "billable actions" (creating a new domain for example) with the only authentication being access to the registrar's G Suite account.
This bypassed the certificate, IP whitelist, and EPP password, which is bad.

This eliminates the use of Objectify polymorphism for EPP resources entirely
(yay!), which makes the Registry 3.0 database migration easier.
It is unfortunate that the naming parallelism of EppResources is lost between
ContactResource, HostResource, and DomainResource, but the actual type as far as
Datastore was concerned was DomainBase all along, and it would be a much more
substantial data migration to allow us to continue using the class name
DomainResource now that we're no longer using Objectify polymorphism. This
simply isn't worth it.
This also removes the polymorphic Datastore indexes (which will no longer
function as of this change). The non-polymorphic replacement indexes were added
in []

This console is only to be used by Admins (either GAE admins for this project, or Support accounts). It is for "internal" use only, not for use by the registrars themselves.
To prevent abuse, the registrar is created in a non-functional PENDING state and can only be made functional from the nomulus shell tool.
While in "PENDING" state, the registrar can be updated from the registrar-console by admins.
Also - moving all the web consoles to the same directory (moving the otesetup/* files into registrar/)

The registrar security console failed because it assumed the email is a
required field for the registrar, but it isn't (at least - create_registrar
doesn't require an email, and update_registrar lets you remove the email).
Fixed by allowing it to *remain* unset if it was unset originally, but if it was set - it's required.
There are more fixes needed, but they aren't related to the email, so they will wait for the next CL

We're going to need to switch away from Guava's Functions and Predicates for
everything and replace them with the java.util versions. Unfortunately there
does not appear to be an automated tool to do this all at once. Refaster got
close but doesn't seem to care about these particular types of mismatch (I
suspect we're using a different version of the JDK than the outside world;
ours is OK with Guava classes).
This also bumps up Guava to 0.23, which is needed for some new functionality
used in combination with Java 8 features.

This makes the code more understandable from callsites, and also forces
users of this function to deal with the situation where the registrar
with a given client ID might not be present (it was previously silently
NPEing from some of the callsites).
This also adds a test helper method loadRegistrar(clientId) that retains
the old functionality for terseness in tests. It also fixes some instances
of using the load method with the wrong cachedness -- some uses in high-
traffic situations (WHOIS) that should have caching, but also low-traffic
reporting that don't benefit from caching so might as well always be
current.

In the previous CL I added filter support for the test server, but
even though I could verify that filters were being run when debugging,
in practice the side effects of the filters (notably, ObjectifyFilter
clearing the session cache) were somehow not present in tests (and
therefore causing new as-yet unsubmitted tests that rely on proper
session caching to break).
Investigating further, the way TestServer works is that it creates
a wrapper Servlet for each route, and in that wrapper just pushes
a future onto a queue and waits on it. The actual target servlet
is run within the queue, not within the wrapper servlet's context.
I had added filters to the *wrapper* servlet, which meant that even
though they were invoked before adding the task to the queue, they
were not invoked in the process of actually running the task.
In this CL I pushed the filters into the task itself, just like the
target servlet.

The lack of ObjectifyFilter means that in any tests using
RegistryTestServer the Objectify session cache persists
between "requests" in the same test method. This is wrong
but had not caused any failures because we didn't assert
anything that mattered. However, a CL I'm working on
asserts that there is a creationTime on a created resource,
which is set automatically on Datastore save, and therefore
is still null in the session cache's version of the resource
if you don't clear it before the next command. Fixing it here
separately from that CL.

This change replaces all Ref objects in the code with Key objects. These are
stored in datastore as the same object (raw datastore keys), so this is not
a model change.
Our best practices doc says to use Keys not Refs because:
* The .get() method obscures what's actually going on
- Much harder to visually audit the code for datastore loads
- Hard to distinguish Ref<T> get()'s from Optional get()'s and Supplier get()'s
* Implicit ofy().load() offers much less control
- Antipattern for ultimate goal of making Ofy injectable
- Can't control cache use or batch loading without making ofy() explicit anyway
* Serialization behavior is surprising and could be quite dangerous/incorrect
- Can lead to serialization errors. If it actually worked "as intended",
it would lead to a Ref<> on a serialized object being replaced upon
deserialization with a stale copy of the old value, which could potentially
break all kinds of transactional expectations
* Having both Ref<T> and Key<T> introduces extra boilerplate everywhere
- E.g. helper methods all need to have Ref and Key overloads, or you need to
call .key() to get the Key<T> for every Ref<T> you want to pass in
- Creating a Ref<T> is more cumbersome, since it doesn't have all the create()
overloads that Key<T> has, only create(Key<T>) and create(Entity) - no way to
create directly from kind+ID/name, raw Key, websafe key string, etc.
(Note that Refs are treated specially by Objectify's @Load method and Keys are not;
we don't use that feature, but it is the one advantage Refs have over Keys.)
The direct impetus for this change is that I am trying to audit our use of memcache,
and the implicit .get() calls to datastore were making that very hard.

The new code, which has been running for several months in production, uses ReadDnsQueueAction to do a custom fanout to PublishDnsUpdatesAction. This introduces Actions and Dagger up until FlowRunner. The changes
