This also deletes the associated commands and domain application specific
entities.
We haven't used any of these TLD phases since early 2015 and have no
intent to do so in the future, so it makes sense to delete them now so we
don't have to carry them through the Registry 3.0 migration.
Note that, while there are data model changes, there should be no required
data migrations. The fields and entities being removed will simply remain
as orphans. I confirmed that the removed types (such as the SUNRUSH_ADD
GracePeriodType) are no longer used in production data, and left types
that are still used, e.g. BillingEvent.Flag.LANDRUSH or
HistoryEntry.Type.ALLOCATE.

This solves the problem of external poll message IDs not being globally
unique by simply appending the event year. This means that autorenew poll
messages will increment by one every year, so they will always be unique.
This also requires no data schema changes, and thus most importantly, no
data migration.
Incoming requests lacking this new year field will continue to work for
now for backwards compatibility reasons. This is possible because we don't
actually use the year for anything.

The callsites were inconsistent between whether they were passing empty list or
null, and many of the ones that were passing null were not correctly annotated
with @Nullable. I'm now going with empty list throughout except for the final
step where the actual field that will be transformed into XML is set, where it
is coerced to null to avoid an empty element in the XML output.

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
