This also deletes the associated commands and domain application specific
entities.
We haven't used any of these TLD phases since early 2015 and have no
intent to do so in the future, so it makes sense to delete them now so we
don't have to carry them through the Registry 3.0 migration.
Note that, while there are data model changes, there should be no required
data migrations. The fields and entities being removed will simply remain
as orphans. I confirmed that the removed types (such as the SUNRUSH_ADD
GracePeriodType) are no longer used in production data, and left types
that are still used, e.g. BillingEvent.Flag.LANDRUSH or
HistoryEntry.Type.ALLOCATE.

This CL restricts domain transfer pricing lookups (on domain check and info) to
only support a 1-year period for inquiring about transfer fees. That treatment
matches what we do for domain restores, which are also always one year. This is
a followup to [] which disallowed actual transfer request flows from
specifying multi-year periods.
Since it's no longer necessary, this CL also changes the domain transfer pricing
logic to drop the years parameter, including removing the parameter from the
custom pricing logic TransferPriceParameters object.

Previously DomainPricingCustomLogic#customizeCreatePrice takes in the create
price itself and modifies it. Change it to take in the entire FeesAndCredits (previously named EppCommandOperations) which may contain other fees related to domain creation,
such as EAP fees, and returns FeesAndCredits that may either change the
fees or add new type of fees.

By refactoring TldSpecificLogicProxy (and renaming it to DomainPricingLogic) into
a FlowScope object that is injected into each flow, we can further inject a
DomainPricingCustomLogic into the pricer, which has hooks into each pricing
calls, e. g. getCreatePrice(), getRenewPrice(), etc.
The benefit of these customization hooks is that methods like getCreatePrice()
get called in multiple flows, such as DomainAllocateFlow,
DomainApplicationCreateFlow, and DomainCreateFlow. By customizing the return
value of getCreatePrice() itself, all of its callers gets the amended price.
This CL only includes the basic infrastructure needed, with no actual hooks
placed into each flow.
