57d95d4bec Refactor TmchCertificateAuthority
The main goal of this CL is to make the clock constructor injectable (so that tests do not need to use InjectRule to override the clock). The complication is that the clock is used by two static caches (ROOT_CACHE directly and CRL_CACHE indirectly). The clock is not actually used to construct the lock, but rather to verify that the root certificate is within its validity period.

For ROOT_CACHE we move the verification to its call sites. This adds a bit overhead because the validity check happens every time the cache is called, not just when the cache is built or refreshed. However this check is rather cheap.  Also the resources are included in the jar and the cache is valid for 1 year. Given that we deploy every week, there's not much point making it an expiring cache rather than a static map.

For CRL_CACHE we change the key to a tuple of TmchCaMode and X509Certificate. The certificate is no longer provided from the ROOT_CACHE directly and must be verified before it is provided as a cache key. We left the CRL verification inside the cache loader because it (signature verification) is more expensive compared to simple expiration check, and we do not want to do this every time the cache is called.

892c1fc707 Update signed marks files and add an expiration test
We'll continue to use injected clocks for the rest of our tests that use signed marks files, so that they don't all fail after the current validity period. The new test TmchTestDataExpirationTest will let us know when the files are expired, so we can update them.

03c782f38e Replace ExceptionRule with ExpectedException
This is in preparation for running the automatic refactoring script that
will replace all ExpectedExceptions with use of JUnit 4.13's assertThrows/
expectThrows.

Note that I have recorded the callsites of assertions about EppExceptions
being marshallable and will edit those specific assertions back in after
running the automatic refactoring script (which do not understand these).

b825a2b5a8 Get rid of custom ExceptionRule methods
The only remaining methods on ExceptionRule after this are methods that
also exist on ExpectedException, which will allow us to, in the next CL,
swap out the one for the other and then run the automated refactoring to
turn it all into assertThrows/expectThrows.

Note that there were some assertions about root causes that couldn't
easily be turned into ExpectedException invocations, so I simply
converted them directly to usages of assertThrows/expectThrows.

206475bfb9 Update to latest ICANN-provided TMCH test files
One was missing in the ICANN distribution: TreatyStatue-Agent-Arabic-Revoked.smd. I just deleted that one, because we don't need it.

These new files are only valid until June 2018, because the embedded certificate expires then. At that point, ICANN will presumably release a new set of files.

bb4a59203a Fix accidentally non-@Tested TmchXmlSignature test
Also adds the "test" prefix to all other tests so that our presubmit
rules can prevent similar future errors in this file.

f3a0b78145 Move thrown.expect() right before the throwing statement
aka regexing for fun and profit.

This also makes sure that there are no statements after the
throwing statement, since these would be dead code. There
were a surprising number of places with assertions after
the throw, and none of these are actually triggered in tests
ever. When I found these, I replaced them with try/catch/rethrow
which makes the assertions actually happen:

before:

// This is the ExceptionRule that checks EppException marshaling
thrown.expect(FooException.class);
doThrowingThing();
assertSomething();  // Dead code!

after:

try {
  doThrowingThing();
  assertWithMessage("...").fail();
} catch (FooException e) {
  assertSomething();
  // For EppExceptions:
  assertAboutEppExceptins().that(e).marshalsToXml();
}

To make this work, I added EppExceptionSubject.

c458c05801 Rename Java packages to use the .google TLD
The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.

This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
