Last commit did not pick up all the changes because MOE incorrectly attributed some changes to the wrong commit. This commit should reconcile these. Also picked up some changes to how hamcrest library is depended upon in BUILD file, which should have been included in previous commits.

This was a surprisingly involved change. Some of the difficulties included
java.util.Optional purposely not being Serializable (so I had to move a
few Optionals in mapreduce classes to @Nullable) and having to add the Truth
Java8 extension library for assertion support.

We're now using java_import_external instead of maven_jar. This allows
us to specify the relationships between jars, thereby allowing us to
eliminate scores of vendor BUILD files that did nothing but re-export
@foo//jar targets, thus addressing the concerns of djhworld on Hacker

We now have redundant failover mirrors, which is a feature I added to
Bazel 0.4.2 in ed7ced0018
A new standard naming convention is now being used for all Maven repos.
Those names are calculated from the group_artifact name using the
following algorithm that eliminates redundancy:

The JSR330 dep has been removed from java targets if they also depend
on Dagger, since Dagger always exports JSR330.
Annotation processor dependencies should now be leaner and meaner, by
more appropriately managing what needs to be on the classpath at
runtime. This should trim down the production jar by >1MB. As it stands
currently in the open source world:
- backend_jar_deploy.jar: 50MB
- frontend_jar_deploy.jar: 30MB
- tools_jar_deploy.jar: 45MB

This CL enhances various domain flows (check, create, delete, renew, restore, transfer, update) so that they invoke the appropriate methods on the object implementing the TLD's RegistryExtraFlowLogic (if any). TldSpecificLogicProxy is also updated to invoke RegistryExtraFlowLogic proxy (if any) to fetch the appropriate price. The tests use a made-up extra flow logic object which can be attached to a test TLD to make sure that the proper routines are being invoked.

This is better than the previous way of using the canonical name of the class,
because the previous way did not allow for refactoring, and also required the
PremiumPricingEngine to live in the model package lest there be circular
dependencies, which does not seem ideal.
Note that, for reasons of backwards compatibility with existing persisted data,
the name of the static premium pricing engine has been set to its canonical
class name, but the class can now be refactored going forward so long as this
string remains unchanged, and any new pricing engine implementations can use
whatever string key they want (it doesn't have to be a canonical class name).

In the case where currency has a zero scale (i.e. JPY),
Money.of(currency, 0) throws ArithmeticException because the second
argument is handled as a double, and JPY (for example) does not allow
decimal precision, even if the decimal is zero.

This new name is a more accurate description of what the actual class
does. TldSpecificLogicEngine is an interface that will be added in
the near future, implementations of which will provide custom per-TLD
logic. The class being renamed is more properly a proxy that only
handles logic generic to all TLDs.

This refactors the existing premium list functionality into the new
class StaticPremiumListPricingEngine, which implements PricingEngine.
A backfill @OnLoad is provided to default existing Registry entities
into the static implementation. For now there is just this one
implementation. Dagger map multibinding is used to generate the total
set of allowed pricing engines, and allows other parties to plug in
their own implementations.
The pricing engine is a required field on the Registry object. If you
don't want a particular Registry to actually have a premium list, then
use the static pricing engine but don't actually set a premium list.
A subsequent CL will refactor the Key<PremiumList> field on the
Registry entity class to be handled solely by the
StaticPremiumListPricingEngine implementation. Going forward, all
configuration and implementation details that are specific to a given
pricing engine should be handled by that pricing engine, and not as
fields on the Registry object.
