This also deletes the associated commands and domain application specific
entities.
We haven't used any of these TLD phases since early 2015 and have no
intent to do so in the future, so it makes sense to delete them now so we
don't have to carry them through the Registry 3.0 migration.
Note that, while there are data model changes, there should be no required
data migrations. The fields and entities being removed will simply remain
as orphans. I confirmed that the removed types (such as the SUNRUSH_ADD
GracePeriodType) are no longer used in production data, and left types
that are still used, e.g. BillingEvent.Flag.LANDRUSH or
HistoryEntry.Type.ALLOCATE.

This change required several things:
- Separating out the interfaces that merely do HTTP calls to the backend from those
that require the remote API (only load the remote API for the latter). Only the
tools service provides the remote api endpoint.
- Removing the XSRF token as an authentication mechanism (with OAUTH, we no longer
need this, and trying to provide it requires initialization of the datastore
code which requires the remote API)
I can't think of a compelling unit test for this beyond what already exists.
Tested:
Verified that:
- nomulus tool commands (e.g. "list_tlds") work against the tools service as they
currently do
- The "curl" command hits endpoints on "tools" by default.
- We can use --server to specify endpoints on the default service.

Per EPP RFC 5730, the <clTRID> element is optional. However, we weren't handling
it not being specified in asynchronous contact/host deletions because we were
adding it directly as a parameter value on a task, which does not allow null and
thus threw a NullPointerException.
This fixes handling for nulls (the parameter isn't set at all) and adds a test.

The code was not checking the value returned by getTrid() to make sure it was
not null.

Currently, if the ID is invalid, parentKey is set to null, causing it to return all history entries. Note that there is still a problem that you cannot look up history entries for entities which have been soft deleted, because the foreign key lookup won't work. That is unfortunate, but at least this simple fix makes things better than they were.

This would have saved me 2+ hours yesterday of mucking around
in datastore and manually copying out the xml bytes so that
I could base64decode them.

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
