Memcache is already off but now it's not in the code anymore.
This includes removing domain creation failfast, since that is actually
slower now than just running the flow - all you gain is a non-transactional
read over a transactional read, but the cost is that you always pay that
read, which is going to drive up latency.

We've determined that getting correctness semantics right, even
in the few cases that it is possible to do so (see linked bug for
audit) is not worth the bother in terms of highly complicated code
and potential bugs. This CL turns off memcache at the Ofy level
but doesn't rip out the annotations etc. so that we can quickly
turn it back on if this turns out to have been a mistake.

Only Ofy itself and its two helpers (AugmentedSaver and
AugmentedDeleter) need to use the real ofy(). All other
callers should be using Ofy. Fixing this even though it
doesn't change anything because I found it baffling to
follow the code while trying to make a small change.
Update: added a presubmit to enforce this.

This is the first step in the migration to remove the need to load all of
the premium list entries every time the cache expires (which causes slow-
downs). Once this is deployed, we can re-save all premium lists, creating
the bloom filters, and then the next step will be to read from them to
more efficiently determine if a label might be premium.

This was an oversight I noticed ages ago, so resurrecting some old local changes I had to correct it.

We are now ready to begin configuration using YAML, mediated by ConfigModule.

I'm setting it to three buckets across all tests, because the default one bucket
wasn't realistic enough, and allowed some tests to pass that shouldn't have,
essentially by accident.
This also changes RegistryConfig from being an interface to being an abstract
base class. The medium term goal here is to have it be a static class so that it
can provide fields from the YAML-derived POJO in situations where Dagger
injection isn't feasible.
The expected end state is as follows:
default-config.yaml -- The master config file that provides defaults for all
values.
nomulus-config.yaml -- A per-environment config file that overrides the defaults
from the previous file.
YamlConfig.java -- The POJO that the aforementioned YAML files are deserialized
into.
RegistryConfig.java -- Contains a static, memoized instance of YamlConfig and
provides static methods for getting some of those values.
ConfigModule -- Will become a static inner class of RegistryConfig, using Dagger
to provide most of the fields from the memoized YamlConfig instance. This way,
all configuration will be coming from a single place: RegistryConfig.java.

This will improve error messages and allow for easier debugging

This is true even though the domain has three fields (a contact,
a host, and the registrant) whose foreign keys need to be loaded.
This CL also adds the generic ability to do these sort of tests
elsewhere in the code, by instrumenting the datastore instance
used by Objectify to store static counts of method calls.
TESTED=patched in a rollback of [] and confirmed that the
test failed because there were three reads.

The dark lord Gosling designed the Java package naming system so that
ownership flows from the DNS system. Since we own the domain name
registry.google, it seems only appropriate that we should use
google.registry as our package name.
This change renames directories in preparation for the great package
rename. The repository is now in a broken state because the code
itself hasn't been updated. However this should ensure that git
correctly preserves history for each file.
