Link domain to subordinate hosts on RDE import
Based on the original pull request below with some modifications for code drift over time (including adding handling/testing for the case where superordinate domains are in pending delete, and thus can't have hosts linked to them). ------------- Created by MOE: https://github.com/google/moe MOE_MIGRATED_REVID=169698157
